There is a sort button. Not sure how to do it manually.

I just imported everything from nmm and it made a disaster of my load order x_x had to boot up nmm again just to fix it.

Try closing Vortex, run LOOT, open Vortex, that redid my list.
Can you not LOOT/Bash through Vortex yet?

Vortex lets you open Loot, but I always close down any other program viewing a load order before running Loot as habbit. They are not integrated, unless the 'Auto-Sort' function is using Loot tech.

I can run LOOT, but there's a lot of manual tweaks I need to make to my load order.

If your sort order requires that much tweaking, it's likely your install order may need as well. If that's the case, MO2 is a much better option.

Though this was written with Immersive Armors in mind, it also contains instructions for setting metadata info in LOOT so that LOOT remembers to place things where you want:

Hope it is of some help.
EDIT: Agree with kdodds - MO2 is a much better option than Vortex, at the moment.

In Vortex you have option to change the load order by double click on name of plugin then on the bottom of side menu that shows off, you change "Lock Mod Index" to "Locked to index" and you type the index that you want. In moment it resorts your load order according to changed Index.
Hope I helped on that. :-)
open your Vortex manager , go to ''plugins '' (on the left side of the dashboard, directly under ''mods'' , once you've opened that look at top left page there an icon that says ''sort plugins'' , press that that and mod order is sorted and you're ready to go .
You can do it by uninstalling vortex and using mod organizer 2

Seriously, this. The first real issue you run in to that corrupts a save, or makes a game unplayable, you'll wind up switching anyway. The learning curve really isn't that steep. Follow the link here:

Don't know if you figured this out yet or not but incase you haven't or any one else stumbles along this I'll post the solution anyways
From the plug in page there is a orange bar with some options on it. You are looking for manage rules one click it and you should get a prompt some like this.
Mod name - loads before/ after - Mod name
Select the mod you want to move up or down in your load order. Then pick a mod whether it be high or low in your load order depending on where you want said mod to be moved. I will state the obvious as well but if you pick before it will move the mod you want moved before the other mod you selected. Hope this explains it well enough for you to understand how its done with vortex. Alternatively you can click and hold on the dependency icon of the esp and drag and and drop it to another esp on your list and be prompted to load before or after then save after that to keep changes made from reverting.
